dvips doesn't find config.ps under (my setup with) Win 98

The funny thing is, looking at dvips sources, it seems like it should 
have emitted a warning complaining about such invalid lines, but in your 
case I understand it didn't, or else you would have known where to look 
in the first place, right?

Perhaps someone should look at the sources and improve the diagnostics.  
Debugging such cases can be very frustrating.
