dvips doesn't find config.ps under (my setup with) Win 98

I've just sent a message to Eli and Fabrice containing the
output err.log as Fabrice explained.  The file is 116 k, so I'm
not posting it here.  I'd gratefully send it to anyone who is prepared to
take a look at it and will tomorrow put it on a
web site.

The (to my untrained eye) relevant lines of the file are
