$TEXMFMAIN is undefined (???)

I suspect some problem related to the UNC form of the pathname.  If 
\\FS11\ is mapped to some drive letter, try using the drive letter 
instead and see if that helps.

If not, set KPATHSEA_DEBUG=-1 in the environment, look at the 
resulting voluminous report printed by texhash when it runs, and try to 
figure out which part fails there.
