fptex-0.3 release today

Hi,

I have tried to solve some issues, unfortunately not all of
them. Especially 2 with windvi that are annoying :
- I can print from NT on HP LJ5/PS printer, but it fails with
different printers 
- windvi doesn't remove all of its tmp files

Documentation is somewhat updated, and will be more in the next weeks.

But today my institution will be closed for the next 2 weeks. So not
wanting to delay anymore the release of fptex-0.3, I will make the
last build and put it for ftp by the end of the afternoon.
