The DJGPP port of dvips actually groks this: when the program (in this 
case `lpr') after the `|' is nowhere to be found, it goes ahead and 
writes to the local printer device "PRN" instead.  I don't know if the 
Win32 version does the same, but I think it is a good idea to do so, 
since it avoids the need to edit global configuration files when 
preparing the distribution.
