This is an RTFM (Subsection 4.1: Variables)! In fontinst, the first default
encountered is the one that takes effect.

The setting

\setcommand\digit#1{#1oldstyle}

which is what makes ot1j.etx different from ot1.etx, causes a different set
of glyphs to be chosen for the digits.

That's a different issue. What distinguishes ot1i.etx from ot1.etx is
explained in the beginning of the former. You typically need both.
