[dvipdfmx] xdvipdfmx won't embed Nikosh font

As mentioned in the report, Nikosh font has the "no subsetting"
flag set in the fsType field of the OS/2 table which indicates font
embedding licensing.
As dvipdfmx always subset fonts when embedding, it can not
embed the font if "no subsetting" is considered a requirement
for embedding.

The OpenType spec does not describe it as mandatory, but as
dvipdfmx already provides an option for ignoring this restriction,
the behavior will not be changed.
