[dvipdfmx] failure with html-special

Hello the following (stripped down from an example involving the 
revtex class) compiled without error with older xdvipdfmx (and created 
a link annotation). 

\documentclass{article}
\begin{document}
\special{html:<a href="h">}
abc
\special{html:</a>}
\end{document} 

<</Type/Annot/Subtype/Link/C[0 0 1]/A<</Type/Action/S/URI/URI(h)>>/Rect[148.712 704.236
163.935 718.353]>>
endobj

With a current xdvipdfmx Version 20201031 it now fails:

[1] (./test-utf8.aux) )
xdvipdfmx:fatal: pdf_write_obj: Invalid object, type = -1


No output PDF file written.

Error 1 (driver return code) generating output;
file test-utf8.pdf may not be valid.
SyncTeX written on test-utf8.synctex.gz.

Transcript written on test-utf8.log.
