Ross spoke about tagged PDF, while your question is about conversion to 
html with make4ht.

It is certainly possible to make some rows to headers with make4ht, but 
how it should be done depends on your tables and how headers are marked 
up or can be detected in the source.

Michal Hoftich made a suggestion using \toprule and \midrule as marker, 
but I'm not sure if you saw it.

Generally I would suggest to ask a question at tex.stackexchange with 
some examples of your tables. Or ask at the make4ht github:
