For basic document structures, it is my understanding that LaTeX can now
produce tagged PDF. (Others are welcome to correct me if I am mistaken.)
However, only some PDF reading systems can make use of the tags. Thus,
it is better to convert the original source document into HTML than to
remediate PDF files. Always try to obtain the source document, in its
original format. If this isn't possible, you have considerably more work
to do.
