As with HTML, you probably need language (instead of country) groups,
see http://www.sil.org/sgml/iso639a.html, which can, if _really_ needed, 
be turned into country-specific variants, eg,

EN-GB, EN-US or FR-CA, FR-FR, FR-BE, FR-CH, or DE-DE, DE-AT, DE-CH...
