Which place for docs in French, German, etc?

i don't quite see the problem:
 - the French translation of X goes into
    doc/<package>/french
   (just as the english does in
    doc/<package>/english
 - the entire new package with a French manual is
   doc/<package>
 - the revised-for-french (ie FAQ) takes a new name
   doc/frfaq

the idea of a complete tree
 doc/french
makes me nervous; at the least we'd have to move everything now there
to
 doc/english

but when a manual only exists in one language, how is a user expected
to realize its in French, German, Russian?
