tlmgr cannot set paper size for context

I only came across it because the install-tl script failed to set
the papersize globally towards the end, as I told it to do. It didn't
give a helpful error message about it, so I read the manpages and tried
to set it for each engine in turn.

I hope the installer didn't skip something important because of it.
Next time I'll know this option is more dangerous than it sounds :-P
