I'm not a Mac user, but this may not be a Mac question.
The download URL is:
http://tug.org/cgi-bin/mactex-download/MacTeX.pkg
If, with a suitable http tool, I retrieve the http header
for that url, I find:

So the http server is seeing a 3 gig object.
It could be that your browsing tool does not know how you
want to handle the content-type "application/octet-stream"
-- I am only guessing.
I do notice that the HTML page you referenced
says "Download with Safari strongly recommended".
I do not know why.
I think it likely that the GNU command-line tool "wget",
which you might not already have in your system, would be
able to retrieve it.
