The latter.
The use of \hrule at the top of page preserves the
value -1000pt of \prevdepth. For your purposes there
is no need for \topglue to save and restore \prevdepth.
However, \vglue can be used in situations where it might
or might not occur at the top of a page and so \vglue
goes through the save-restore process for those other
situations.
