You have to prepend TeXLive 2016 path to your PATH to make sure it will 
use the 2016 distribution.

As you're on MacOS, I would advise you to subscribe to the TeX on Mac OS 
mailing list:

     https://email.esm.psu.edu/mailman/listinfo/macosx-tex

and post your question on that list. You'll get really excellent help 
there.
