It's an invitation to whatever-you're-using to retrieve a file from a 
remote server which is offering a Windows file share.  If there's a 
server called "foo" on which is a document called blort.pdf in directory 
"bar" then a link to it might look like smb://foo/bar/blort.pdf. 
(Compare it with http://foo/bar/blort.pdf, which is something I'm sure 
you're familiar with).

There's lots of information on the web which suggests that Macs don't 
interpret smb:// links well.  And in any case your "smb://Test" isn't 
complete: it has a server name but no document.
