Yes.  So as not to discard legacy usage, introduce,
as an optional substitute for \documentclass

   \documenttype[specific-rule-set]{whatever}

Each "whatever" would have a default "specific-rule-set".

In this mode the processor enforces the rules, and there
should be no user-perceived ambiguity about whether error
messages come from the LaTeX kernel or the underlying
engine.  In fact, the first round of parsing need not be
done under a TeX engine.
