[texhax] Eliding superscript cite

A journal requires superscripted references ... numerals in square
brackets
Which is fine with
   \usepackage[super]{cite}
  \renewcommand\citeform[1]{[#1]}

But I cannot persuade cite to elide the numbers as in [13-14] instead it
writes [13],[14]
I have tried several combinations of options
[super,compress,nospace]{cite}
But none work for me.  Is there a way?
