What you ask for is already done by \abovedisplayshortskip.  However,
there is no facility for smart handling of the space below the display,
despite the presence of \belowdisplayshortskip (which you should ignore).

However, some alignment displays are "full width" despite much of that 
width being blank space.  I thought several of the AMS alignments worked
properly, though, whereas {eqnarray} works poorly.

Ah yes, you are using amsmath alignments.  I always thought that \intertext
had a poor behavior in inserting the above/below skips.
