LaTeX reads the .aux file twice:
* during \begin{document}:
    \begingroup\@floatplacement\@dblfloatplacement
      \makeatletter
      [...]
      \@input{\jobname.aux}%
    \endgroup
* during \end{document}:
    \makeatletter \input\jobname.aux

Both times the catcode is `letter' (11).
