Emacs can do so by typing
C-\ and selecting an input method for unicode, e.g., japanese
However, I guess you need to make sure that your terminal is capable to
display unicode characters properly.
This might differ from your x-window settings.
E.g. I can read unicode characters in urxvt or any other x-based
terminal emulator.
On a real terminal all I get are squares which might be due to some
misconfiguration. Since I seldomly use the real terminals I didn't fix this.
