It already is (mostly) and has been since the start of this millenium.
I say mostly because I know of _one_ application of dvi where pdf is
simply not the right tool[1].

Yes. PDF is an open international standard; so is PDF/A, which was
defined so that it can be read for all future.

Probably (DVI is a well defined open format), but you may have to
program it yourself.
