OK, I get the error when using BOTH 

 \usepackage{ap-book-har}
 \usepackage{ap-book-van}

Use one or the other, so put a % in front of the one that is not
desired.  ap-book-har uses natbib (own copy) whereas ap-book-van
loads cite.sty, and the two don't mix.
