I've been able to compile the attached TeX file without any error (except 
for the various figures, which you have not included in your attachment 
and some warnings about undefined citations)

Are you sure you have the files

   agu2001.cls
   sistyle.sty
   mhchem.sty

in your working directory (or any place in the system where LaTeX can 
find them)?
