I believe www.pdftex.org (which aliases to http://www.tug.org/
applications/pdftex/ ) should answer your questions in detail.
The short version is just use pdflatex at the command prompt --- it's
installed by most LaTeX distributions.
If the language and font access become issues you may want to try XeTeX:
http://scripts.sil.org/xetex
which also gets one to a pdf using xdvipdfmx on Windows/Linux which
you may want to look into as well.
