[texhax] Inserting Color into LaTeX output (pdf) files

I'm trying to insert color into the pdf files I create from LaTeX source --

(We're Running version pdfeTex 3.14... 1.21a-22
Web2c 7.54, if that helps)

According to the latest version of the Lamport book, I can use

\textcolor{red}{text to color}

or

\color{red} {text to color}

This does nothing!  I suspect I'm missing a macro package somewhere but 
I don't know where to start looking.

I did look in the archives and everything seemed quite beyond what I'm 
trying to do :-)
