[texhax] ask about font in Adobe Acrobat

    There is definitely no file "ugqb8r" in TeXLive 

Sure there is.  It is URW Grotesq, one of the earliest freely available
fonts.
texmf-dist/fonts/tfm/urw/grotesq/ugqb8r.tfm

> "Warning: pdflatex.exe (file ugqb8r): Font ugqb8r at 720 not found"

Usual reason for this is that there is a map file entry but the type1
isn't there ...
texmf-dist/fonts/type1/urw/grotesq/ugqb8a.pfb

Don't know if this is at all relevant to the original problem, but
anyway ...
