Right, I was confused (forgotten your "unless",
too late at night).

I don't know, and I haven't searched for. I know the LaTeX
internals from reading latex.ltx over many years.
Sometimes I have read the .dtx files from which latex.ltx
is generated, but I think I have almost never gained from
that.
