[texhax] T1.enc not found error

Dear TeXies:

while installing padr8a.pfb, I am getting error like "T1.enc not found". I
have executed the following command:

                afm2tfm padr8a.afm -v padr7t.vpl -T T1.enc padr7t.tfm

Please guide me how to eradicate this issue.
