Try this instead:
\documentclass{article}
\usepackage{graphicx}
\begin{document}
This is a test.
\marginpar{
\includegraphics{dummy.pdf}
This is a dummy picture
}
More of a test.
\end{document}
You can't use the figure environment or centering in a marginpar.
