Indeed. I guessed that the question concerned a mixture of
a general and an individual problem. I guessed that in the
individual example there was a figure that fills a page indeed,
while at other places of the document the author might prefer
that the figure appears together with text if they fit on one page.
So I guessed that the question essentially was `How can I
ensure that a "figure" appears exactly between two given text
blocks where I place its code?' (So I was not sure whether
the question addressed an individual example or a general
problem.)
However, all I know about the float package is from the LaTeX
Companion 1st ed. and maybe some FAQ pages. I have never
applied it myself; in this respect I was merely guessing. As so
often, I'm not sure what the exact meaning of the LaTeX
Companion's text is. (I have a German translation, and I suppose
that translations of technical texts sometimes have
un-understandable results.)
