The way I'd do this would be to define the header so that it  
contained a call to a macro which would initially be set to do  
nothing. Then, when the parameter value is set, renewcommand the  
macro so that it outputs the parameter value, if the parameter value  
is unset, renewcommand the macro to \relax.

You may want to check out the esopic package which may have a more  
elegant way of doing this.

If you want it to print out within the text block area, this is a  
trickier problem, requiring you to insert the macro in a float, or  
adjusting the text block area for that page only. This is doable, but  
it's tricky in some circumstances.
