Which says that the PiCTeX manual isn't available electronically.
However, Angus Duggan wrote a summary of the PiCTeX commands (not a
replacement for the manual, but useful nonetheless) which is available
electronically.  I googled and found a copy at
http://chem.skku.ac.kr/~wkpark/tutor/chem/ppchtex/pictexsum.ps
