In LaTeX it is sufficient to \usepackage{hyperref}.  What happens with
the hyperlinks in DVI files depend on your DVI previewer.  Most
previewers support hyperlinks.

The hyperref manual provides a lot of useful information.

If you're using plain TeX, the easiest way is to use Eplain:

   http://www.tug.org/eplain
