Install documentation is included with most TeX distros. For
texlive I found it here:
/usr/local/texlive/2005/texmf-dist/doc/generic/xypic

Look for the INSTALL file. 

The README file lists the following contacts:
  Kristoffer H. Rose      <krisrose at ens-lyon.fr>
                Ross Moore              <ross at mpce.mq.edu.au>

Since this is an older package those addresses may not be
current. Alternatives include PSTricks, Metapost, metafun etc.
depending on what you need the package for.
