[texhax] Problem with DVIPS

Dear TeX Gurus,

I am facing strange problem. when I am generation PDF from PS file, which is
converted with mention below command:

         $ dvips foo.dvi -o foo.ps

All fraction and footnote rules are converted as raster image. When I am
checking my PDF on pitstop, it shows error like :

         Effective resolution of single-bit black & white image is less than
599 dpi (130x)

Is any problem with dvips. I am using dvips(k) 5.86 version on RHL. Please
guide me how to eradicate this problem.
