It's neither a bug nor specifically a feature. Use this
\caption[figure-text WITHOUT CITATIONS]{figure-text \cite{d}}
The optionl [] argument, as with many LaTeX commands, allows you to put
something different in lists and headings etc. So, if you leave out the
citations there, everything should work as you wish.
