Thanks, Uwe : of course, what really matters is what ends up
on TeX's main vertical list at this point rather than what
appears in the code, because it's not impossible that some
earlier code may have left a \penalty there and if nothing
in between contributes anything then the effect of the \vskip
as a potential breakpoint could be nullified. I need to do
some further investigation here, but thank you for your input.
