[texhax] Using LaTex to format a manuscript in Water Resources Research (American Geophysical Union, AGU)

Good morning Sir/Madam,
 
Mister Stuart Greenwell from the American Geophysical Union, refer me to
your organisation in order to get all what I need to write a manuscript in
Water Resources Research using LaTex.
 
As I never even heard  about your software, I don't know, what I need, how
does-it work, an so on.
 
I am using an IBM based computer, with windows XP professionnal, version
5.1.2600 service pack 1 NU 2600.  
 
I would like to have to most updated version of the Latex software.
 
So what should I download and where ?
Could you furnished me the installation instructions?
Which documentations will be usefull for me and where can I get it?
