Well, this looks like you have an ASCII " character (0x22) to start the
string value, and two ASCII ' characters (0x27 0x27) to end the value.
You need another " at the end instead of the ''.  I suspect that your
editor "helpfully" changed a " that you typed into two '' characters.

No clue on the numbering question, sorry.
