Try putting in your preamble:
\widowpenalty=10000
\clubpenalty=250 % increase this if you need to
Or you can manually handle things with
\enlargethispage{\baselineskip} or
\enlargethispage{-\baselineskip}
on individual pages to make the page one line longer or shorter.
