You'll have to put this line in .bashrc (located in your home directory). The
problem is that if you issue this command in a Konsole, the path is only set
for processes running in that Konsole, not for (for example Kile) programs
started outside of the Konsole. Putting this line at the end of .bashrc would
solve this problem.
You can also explicitly set the path to the latex executable in Kile, go to
Settings->Configure Kile->Tools (for kile-1.6) and write something like
/usr/local/texlive2003/bin/i386-linux/latex
(if this is the correct path for the latex executable, I use teTeX myself).
