kpsewhich in TL2008 understands some formats automatically.
In TL2007, perhaps a command
kpsewhich --format=map glyphlist.txt
may work.

All the above is irrelevant in the present problem.
xdvipdfmx reads texglyphlist.txt only.
I don't know why your xdvipdfmx fails to transform utf8 into utf16.
