This seems a non-sequitur :) but yes.

For the former feature, for example, you can define a font feature  
(such as Style=Ruby, a small optical size for Japanese glyphs) to be  
on for all font sizes below 10pt.

For the latter feature, you can give up having to manually guess the  
appropriate scale factor when selecting sans/tt fonts. To the limits  
of accuracy in XeTeX's measuring skills, that is. You might want to  
fine tune the results in some exceptional cases.
