Have tried Itrans? It has telugu/devanagari etc.

Mukkavalli Lakshmi & Lakshman Kumar wrote TeluguTeX but the font created by them is not beautiful. But it is straight forward to use than Itrans. The TeluguTex subdirectory in CTAN contains sample created by Mukkavalli Lakshmi. 

Similarly there are RITS (Rice invert translator) and Lekha. Both these use preprocessors. Though there is a links/website for RITS I could not down load it. I downloaded Lekha but one has to compile the preprocessor from .c files, which I don't know. So I am unable to use this also.

All these efforts are made in USA only and very limited persons (I think only the creators of the programme) used these systems.
