as Martin wrote, this is not really the list to ask, it is for
*distributors* of TeX Live to coordinate, but I try to answer
anyway.

Could it be that you have old dvips config.ps files hanging around
in TEXMFVAR = ~/.texmf-var ?
It would be good if you *showed* us the output of dvips, best with
dvips -d64 .....
so that we see which files are loaded.

No, if you can find it with kpsewhich , then it is fine.

Irrelevant. the call to updmap-sys merges all the map files mentioned in
updmap.cfg to config.ps.
Can you show us the output of
kpsewhich psfonts.map
and then check this file whether it contains the entries from tamil.map
