[tlbuild] Problem regarding TexLive

Correct.

It should have been generated during installation of TeXLive; it will
be generated automagically when it's missing and you run a command
like latex.

For manually triggering the generation try fmtutil-sys --byfmt latex

To find the format try kpsewhich -engine=pdftex latex.fmt
