IIUC, I need to do following. Please correct me if I am wrong.

  1. Install TexLive using 'apt-get install' command.
  2. Build TexLive using 'Build' script (https://www.tug.org/svn/texlive/trunk/Build/source/Build).
  3. Copy the binaries built in second step to the install location of first step.

Will it be generated after the successful run of 'Build' script OR it will be present in install location? Can you tell the exact location where it'll be present?

The step basically assumes you already have a working TeXLive
installation and then insert the new binaries into it.
Did you have that and did you do that?

It's generated automagically iff the system is set up correctly.
