[tlbuild] xindy/clisp build/test

I've updated the instructions for building clisp according to Bruno's
new releases. Almost unchanged, just a couple additional configure
options: at the end of
http://tug.org/svn/texlive/trunk/Build/source/utils/README?view=co
(no need to worry about the stuff about other packages earlier in the file.)

FWIW, I succeeded on i386-linux (CentOS5, thanks Nelson) with minimal
(though not zero :() hassle, and Dick has succeeded on MacOSX. So
hopefully it won't be worse. I'm don't know of any special advantage
to using the new clisp, so I won't be worried if some platforms stick
with the existing versions.

I also added a trivial test file to the repository, but it isn't
exercised by "make check" (sorry). Added a new paragraph to:
http://tug.org/texlive/build.html#xindy

Well, it's (maybe) better than nothing. Maybe not :).  --best, karl.
